AeroTime SE3.1 (Special Edition 3.1)

Just a few improvements and fixes:
Aero 7 Clear taskbar (default transparency in Windows 7 RC). Available in Clear and Sky colors (default in SE3.1)
Optional taskbar sizing bars for users who have their taskbar set to auto-hide (available in Slim, Extra Slim and Ultra Slim). SE3.1 is set to 'No sizing bar' like it is in Vista and Windows 7.
Skateboarding user picture with Windows 7 frame and glass effect (default in SE3.1)
